I want to set up a new website with a community feel that will include a forum, articles submitted by admin as well as users, categories, members area, photos, links, email etc
How is the best way to go about this? Any recommendation?

What do you mean by categories?

Sections/subsections or different pages to find out more about certain areas of the website eg health, beauty, fashion, holidays etc
Do you think I could use a cms with different add-ons for the extra things like gallery, forum etc?

vbulletin forum software with a few free add-ons can do everything you need.
